Abstract
Background. Digitalization, affecting all aspects of social life, when involved in the public administration system, leads to a serious transformation of the entire state. Large-scale transformations affect basic institutions, which require additional scientific assessment and adjustments to various legal areas. The main goal is to determine the legal basis of the digital state, to consider the elements of e-government and to assess the impact of digital technologies on the public administration system. Materials and methods. The empirical basis of the study is made up of legal acts of various types and levels that determine the introduction of digital technologies in the organization and activity of public authorities. A comparative legal research method is used, which enables analyzing foreign legal acts (France, Germany, Austria) dedicated to the digital state and e-government. Results. The article presents the general substantive characteristics of the new administration model – GovTech. The significance of the Federal Law “On the Experimental Legal Regimes in the Sphere of Digital Innovation in the Russian Federation” is determined. The study highlights the need to introduce electronic identity cards in the Russian Federation. Conclusions. Rapid technological progress has a significant impact on political and economic relations, which leads to a revaluation of the role of the state in regulating social relations. A new concept of the digital state is emerging, the essence of which goes beyond the traditional understanding of public authority and its organization in modern society.
